Just to sum up the concerns, it really is about the sort of scenario where innocent people who are not motivated to make a profit or do a bulk load get pinged through maybe doing something for a friend or something like that. It could not be seen as criminal activity. I guess where the concern about strict liability comes in is that those circumstances are not able to be taken into account in the eyes of the law.
