As I said, the principle is: one item copied many times or many items copie once. Those are the two conflicting scenarios you have. I might add that it is certainly a very different scenario when someone has a lot of copies and they are for their own use. But if someone has a lot of copies and they are selling them for financial gain, that is a different story as well. We recently had some experience in markets where we had quite organised groups selling copies that had been made many times of the one thing and sold for gain.
