Suspension of Standing and Sessional Orders

I move:

That so much of the standing and sessional orders be suspended as would prevent the following from occurring on Tuesday, 2 June and Wednesday, 3 June 2026:

(1) standing order 33 (limit on business after normal time of adjournment) being suspended for the sitting;

(2) at 8 pm, notwithstanding standing order 31, the adjournment debate being interrupted and government business have priority until;

(a) business concludes, if earlier than 10 pm; or

(b) 10 pm; or

(c) a later time specified by a Minister prior to 10 pm;

at which point, the debate being adjourned and the House immediately adjourning until the next sitting; and

(3) any variation to this arrangement being made only on a motion moved by a Minister.

For the information of members, the purpose of this resolution is the taxation bills, which were introduced on Thursday of last week. I know there's a large number of members on my side of the House who want to speak on it and, I am told, one or two on the other side who are going to want to engage in this debate as well. We're hopeful that this means everybody who wants to participate will get the chance to be able to do so. The usual rules will apply. After 6.30 pm there will be no further divisions or quorum calls. Between 7.30 and 8 pm anyone who is scheduled to speak on the adjournment will still be able to deliver their five-minute speech, but after 8 pm we'll continue with the debate on the legislation. The intention of the government is that we would take the bills through in their final stages on Thursday morning.

I move:

That new paragraph (24) be inserted before paragraph (3) as follows: "questions on the second reading of the Treasury Laws Amendment (Tax Reform No. 1) Bill 2026 and of the Income Tax Rates Amendment (Tax Reform No. 1) Bill 2026 not being put until such time as every government Member has spoken during the second reading debate".

I notice the laughing from those opposite, but we want to make sure that every single member on that side, on the government's side, comes in and absolutely owns this deceit. We want every single one of you to be able to come in and to be able to look the Australian people in the eye and say, 'We said one thing before the election, and we're doing the exact opposite now.' It is incredibly important that the Australian people know that those opposite have no respect for them whatsoever and that you were prepared to all go to the people in your electorates and say: 'We will not change capital gains tax. We will do nothing on negative gearing.' Yet here you are. You're going to do the complete opposite. Now, I thought we might be able to give those opposite a little bit of a hand in how to deal with the broken promises. Are you going to gag me? You're going to gag me!
