I move:

That new paragraph (24) be inserted before paragraph (3) as follows: "questions on the second reading of the Treasury Laws Amendment (Tax Reform No. 1) Bill 2026 and of the Income Tax Rates Amendment (Tax Reform No. 1) Bill 2026 not being put until such time as every government Member has spoken during the second reading debate".

There are a couple of reasons why we are doing this.
