by leave—I inform the Senate that Senator Cormann, the Minister for Finance, will be absent from question time today. He is, as one might imagine, briefing representatives on the 2014 budget. For the purposes of question time, I will represent the Minister for Finance, the Treasurer, the Minister for the Environment, and the Minister for Trade and Investment. Senator Fifield will represent the Assistant Treasurer.
