Consideration of Legislation

Tim Ayres

Tim Ayres NSW, Australian Labor Party, Minister for Industry and Innovation

7:20 pm

I seek leave to move a motion to exempt this bill from the cut-off order.

Leave granted.

I table a statement of reasons justifying the need for this bill to be considered during this sittings. I seek leave to have the statement incorporated in Hansard.

Leave granted.

The statement read as follows—

Purpose of the Bill

The purpose of the Autonomous Sanctions Amendment (Iran and Syria) Bill (the Bill) is to amend the Autonomous Sanctions Act 2011 to give the intended legal effect to certain legislative instruments made under regulations 4 and 4A of the Autonomous Sanctions Regulations 2011.

Reasons for Urgency

Passage of the Bill in the 2026 Spring sitting period is sought to ensure the validity of certain sanctions measures relating to Iran and Syria as soon as practicable. Legislating to give these instruments their intended operation would strengthen the integrity of Australia's sanctions legislation, and provide certainty for Australian Government enforcement agencies and the regulated community.

The Bill should be dealt with in the same sitting period to mitigate any potential legal risks with respect to any decision made, or any actions taken, in accordance with the instruments.

I move:

That the provisions of paragraphs (5) to (8) of standing order 111 not apply to this bill.

Question agreed to.
