Minister, given the heightened security risks facing Jewish institutions and given the relatively modest cost of this upgrade—there's $100 million on the table—what is the process? When will the decision be made? Who makes the decision? When will this money actually flow? People see big amounts being pledged, and then on the ground they're asking, 'Well, where is this money given the urgency?'
