Labor fabricated an imaginary loophole, which the miners in Central Queensland and the Hunter Valley told me was a fabrication, and I worked out it is. Then they pretended to close the loophole with their closing loopholes bill. All it needed was enforcement of the Fair Work Act and the Black Coal Mining Industry Award.
