I'm advised that the government will be consulting and engaging with non-government organisations, because, as you say, they do have legitimate concerns, and it's in everyone's interest to assist NGOs to meet their obligations in this space. I'm also advised that guidelines and other information material will be provided to NGOs so that they can comply with their legal requirements.
