When this bill was taken to committee, the Senate committee report, which was released on 10 October 2019, recommended the bill be passed as is. The committee acknowledged the need for flexibility to modify the scheme to suit the circumstances of the sector. The committee noted that it was particularly comfortable with the scheme's specific details being included in the NHFIC investment mandate. The government needs to retain the flexibility to amend the parameters of the scheme as necessary. Price caps that are subject to the disallowance will create uncertainty and confusion for lenders and for borrowers.
