I remind you again that, according to the Productivity Commission, on average insurance premiums of around $340 per annum per person over their lifetime will be saved from this measure. Rice Warner said that premiums were at around 500 per cent of the value they in fact offer. We agree that group insurance has some value and that group insurance is based on a theory of cross-subsidisation. Some cross-subsidisation of course is necessary. But we are trying to protect the most vulnerable young people from unfair terms which exist at the moment and to protect those who are having their balances eroded away.
