I refer to reports on the ABC which show that the Morrison government has propped up its 2018-19 budget bottom line by pocketing $3.4 billion from the National Disability Insurance Scheme. What is the total underspend on the NDIS in the fiscal years 2017-18, 2018-19 and 2019-20?
