My question is for Senator Payne, the Minister representing the Minister for Foreign Affairs. Last week Minister Bishop confirmed 495 scholarships will be handed out to 22 African countries at a cost to the Australian taxpayer of $31.8 million. It has been reported that these scholarships are all expenses paid. Can the minister detail whether or not these scholarships include living expenses such as a weekly income, accommodation, education or other related expenses?
