It gives me great pleasure to speak on the Environment Protection and Biodiversity Conservation Amendment (Bilateral Agreement Implementation) Bill 2014 because this bill finalises the implementation of the Australian government's one-stop shop policy. You will know, Madam Acting Deputy President Lines, that for a very long time I have been committed to reducing bureaucracy. The Australian people deserve a fairer, more effective means of dealing with the issues that they face. By removing the bureaucracy—the multiple steps that people have to go through to achieve decent outcomes—we are enhancing not only the productivity but also the effectiveness of our government and the private sector.
