Standing order 193 makes it very, very clear that it is not possible for a senator to make imputations of improper motives and personal reflections on the houses, or members or officers of those houses. You could not have made a more serious imputation against the character of the Prime Minister, Mr Abbott, than the one just made by Senator Conroy, and he should be asked to withdraw.
