Our amendments go to point where, if the minister makes a different decision from what has been recommended by the funding body then she has to come into the parliament and explain that different decision. That does not militate against the minister making a different decision, but it makes it very transparent. When you are talking about these board members—and I agree that they will be people of the utmost ability and integrity—if their recommendations to the minister are not being adopted, we need to know about that.
