Has the government done any modelling on the benefits of a strategic reserve? And, before the minister answers that: I will not be misrepresented in respect of my position. If the policy intent of this legislation is to maximise emissions reductions then having a small amount of emissions reductions—I suggested a maximum of 20 per cent of this fund—for international emissions reduction units would have seemed to be good economic and environmental sense.
