I ask a further supplementary question. A landmark 2006 High Court decision firmly established that section 51 of the Constitution, the corporations power, could be used to address virtually any issue involving a corporation. In 2009, former Prime Minister Kevin Rudd addressed the Business Council of Australia vowing a federal takeover of planning powers. Would there be scope to use the corporations power to address price gouging by rapacious state government land management agencies?
