The legislation is simply shortening the time frame and bringing forward, from an 18-month period to a 12-month period, when those impacts would occur. I think it is very important for senators to be clear that this is a time frame issue—that these impacts were going to occur anyway under simplified price disclosure. They are now happening in a shorter time frame, with the reduction to 12 months under the legislation.
