I understand that the department is attempting to interact with the local communities so that this can work effectively. But when opposition develops, how do you gauge that?

I would like to share with you the widespread opposition that there is in Bankstown. I will read out a list of 57 organisations who have raised their opposition to income management in Bankstown.
