Minister, you will be aware that the legislation is designed such that moneys are drawn down proportionately as courses are progressing. That is what the legislation allows for. One of the concerns I brought forward in the committee was that in some cases—for example in aviation training—the capital costs can be quite significant. One of the concerns expressed to the committee was that there may not have been sufficient time for some providers to restructure their debt arrangements prior to the commencement of this scheme. I was wondering if the govern­ment has paid heed to that, Minister.
