I accept now that they are guidelines, not policy—but that is not what I was asking. I am asking whether lump sum payments are allowed in exceptional circumstances, or if they are not now but have been. I will ask another question while I am on my feet: under these guidelines that have been operating from the beginning of January, how many people have used the guidelines under special circumstances to request a lump sum payment?
