That so much of the standing orders be suspended as would prevent the following:

(1) immediately following the resolution of this motion, Members to be permitted to make statements for no longer than five minutes each;

(2) at 5 pm, the House suspending until the ringing of the bells; and

(3) any variation to this arrangement being made only by a motion moved by a Minister.
