I move amendment to the motion for the second reading in my name, That all words after 'that' be omitted with a view to substituting the following words: 'Whilst not declining to give the bill a second reading, the House (1) notes that (a) the gas supply and price pressures that this bill seeks to address are an east coast problem which needs an east coast solution, not a west coast solution; (b) Western Australia's gas market is not connected to the east coast, and Western Australia has had its own domestic gas reservation policy in place since 2006 requiring LNG exporters to make gas equivalent to 15 per cent of their exports available to Western Australian households and businesses; (c) instead of respecting a Western Australian policy that works, the bill leaves the fate of Western Australian Gas to ministerial discretion in Canberra, adding another layer of big government red tape and uncertainty for the projects Western Australia depends on; and (d) the government is yet to approve the Browse Basin development, and this bill will further deter the investment needed to get more Western Australian gas out of the ground; and (2) calls on the government to (a) carve Western Australia out of the reservation scheme in legislation for as long as Western Australia's own reservation policy remains in force, unless the Western Australian government requests otherwise; (b) ensure that carve out covers new projects and expansions, not just existing ones; (c) spare Western Australian producers from duplicate Commonwealth compliance and reporting obligations; and (d) get out of the way and let Western Australia get on with getting gas out of the ground.'
