My question is to the Prime Minister. Victorian Farmers Federation president, Brett Hosking, has just released a statement in relation to farmers access to fuel. He said:

… today's announcements contain no clarity on how fuel will be prioritised if the crisis deepens.

Why is the Prime Minister always the last to lead in a national crisis?
