I appreciate that the manager would like her to address that part of the question. Maybe it would make his life easier and it would make my life easier, but those are not the rules. The rules are that she's got to be directly relevant to the whole question, not just one part. You can't pick and choose; it's all or nothing. It's all in the standing orders. So she's being directly relevant. She's giving the reasons, as she was asked about a decision why or why not.
