My question is to the Prime Minister. Last night at Senate estimates an official confirmed that, three years after it was announced, not a single cent of the $4.8 billion Emergency Response Fund has been spent on disaster recovery and, in that time, it has earned $836 million in interest. What sort of incompetent government sets aside $4.8 billion for disaster recovery and doesn't spend a cent?
