COVID-19: Vaccination

My question is to the Prime Minister. On 7 January, the Prime Minister said about the vaccine rollout, 'We have set out cautious timetables,' and: 'We don't want to make promises that we can't keep. That is incredibly important.' Why, then, has the Prime Minister failed to deliver on his announcement of four million vaccinations by the end of March?
