If the House would come to order! This is a particularly important point that I have to try to make sense of to you all. What the member for Melbourne is attempting to do is to suspend standing order 179. This goes to the heart of the financial initiative of the House, and I believe that I am in the position to rule his motion out of order because it would lead to something that was outside a fundamental principle implicit in the Constitution. To assist members in a study of this matter I table a briefing note that has been prepared by the Clerk's office.
