Advertising Campaigns

My question again is to the Prime Minister. If the government has not approved a taxpayer funded television advertising campaign, can the Prime Minister confirm that Mr Richard Davies, the senior communications adviser from the Prime Minister’s own department, is the confirmed contact for that advertising campaign?
