Mr Speaker, I rise on a point of order. I draw your attention to the fact that in this part of the proceedings members should be raising either a matter of privilege or some other circumstance that entitles them to take this much time of the House. If the member is raising a matter of privilege, he should have said so at the beginning of these proceedings.
