Gene Technology Amendment Bill 2015; Second Reading

I move:

That this bill be now read a second time.

The Gene Technology Amendment Bill 2015 being introduced today improves the Australian government's component of the national gene technology regulatory scheme. This scheme protects the health and safety of people and the environment from risks posed by genetically modified organisms.

The bill will make amendments to the Gene Technology Act 2000to improve the effectiveness and efficiency of the gene technology regulatory scheme. The amendments will not make any significant changes to the framework or policy settings of the act. In line with the government's deregulation agenda, the amendments will decrease regulatory burden for regulated organisations and help ensure that regulatory burden remains commensurate with risk into the future.

This bill is part of the response to an independent review of theGene Technology Act 2000conducted for the Legislative and Governance Forum on Gene Technology. The review recommended a number of small changes to improve the operation of the scheme. The bill contains minor and technical changes which have been agreed by all jurisdictions to:

        The review also concluded that the gene technology regulatory system is working well and the Office of the Gene Technology Regulator is operating in an effective and efficient manner and providing a rigorous, highly transparent regulatory system.
