I thank the member for Bowman for his question about the government's key structural reform in mental health service delivery. I was delighted to join the Prime Minister; the chair of the National Mental Health Commission, Allan Fels; and Professor Ian Hickie this morning to talk about what Ian Hickie called a breakthrough.
