on indulgence—May I point out to the House that the second reading speech just given by the minister is different from the second reading speech published. I do not know why this has happened, but it means that this will have to be reprinted. As you know, it is a document of record to which a court may have access in considering the meaning of the bill. Perhaps the minister would like to respond, or perhaps we can note—
