    Higher Education Support Amendment (New Zealand) Citizens Bill

                                          he Higher Education Support Amendment (New Zealand Citizens) Bill 2015
                                            Higher Education Support Act 2003

                                            o HECS-HELP, the loan scheme for university students in subsidised places;

                                            o FEE-HELP, the loan scheme for students in full-fee places;

                                            o OS-HELP, the loan scheme for students undertaking studies overseas; and

                                            o SA-HELP, the loan scheme that assists students to pay services and amenities fees.

                                                    o hold a special category visa under the Migration Act 1958;

                                                    o have been a dependent child when he or she first began to be usually resident in Australia;

                                                    o have first been usually resident in Australia at least 10 years before the date of lodging the request for HELP assistance, or the date of lodging a previous successful request for a unit in the same course of study, whichever is earlier;

                                                    o have been in Australia for a period of, or for periods totalling, 8 years during the 10 years before the relevant lodgement date; and

                                                    o have been in Australia for a period of, or for periods totalling, 18 months in the 2 years immediately before the relevant lodgement date.
