Order! Before I call Senator Ferguson, I would like to draw the attention of honourable senators to the presence in the President’s Gallery of Lord Falconer of Thoroton, PC, Lord Chancellor and Secretary of State for Constitutional Affairs in the British government. I also note the presence of a parliamentary delegation from the National People’s Congress of China led by Mr Liu Zhenhua, Vice-Chairman of the Committee for Internal and Judicial Affairs.
