My question is to the Minister representing the Prime Minister, Senator Wong. The Albanese government reportedly awarded almost $70,000 in taxpayer funded grants to the multicultural youth centre in Melbourne, an organisation now under scrutiny following revelations about the accused flydubai terrorist's alleged connections to individuals who were affiliated with that centre. Has the government suspended or terminated these grants, and is it taking any steps to recover the funding already paid?
Penny Wong SA, Australian Labor Party, Minister for Foreign Affairs
First, in relation to flydubai, there is the pilot involved in that horrific attack. I understand that there is a joint counterterrorism team comprising the AFP, Victoria Police and ASIO. They have confirmed they're investigating the man's links. I'm obviously not going to comment on anything that is relevant to that investigation.
More broadly in relation to grant funding, I think all political parties, including your party, make public election commitments to community groups, including multicultural community groups, and that is appropriate. I think your party also made such commitments. Any government funding is provided with the expectation that organisations conduct themselves in line with guidelines and funding agreements and in accordance with the expectations of the taxpayer. All of the multicultural grants are administered in accordance with the Commonwealth Grants Rules and Principles, the government grants framework and the Public Governance, Performance and Accountability Act 2013. If any activities breach these, obviously funding will be reviewed.

Given there is no confirmation on the previous question, can the minister confirm whether the Department of Home Affairs has commenced formal reviews into these specific grants, including whether the organisation continues to satisfy its funding conditions and whether there are legal grounds for terminating the agreements or recovering taxpayer funds?
Penny Wong SA, Australian Labor Party, Minister for Foreign Affairs
I don't have any further information in relation to that particular grant in the terms that you've outlined. If I can obtain that information, I will do so.

If the government has not suspended any payments, commenced recovery proceedings or taken steps to terminate the funding agreements, can the minister explain what safeguards are currently in place to protect taxpayers' money while these serious allegations are being investigated?
Penny Wong SA, Australian Labor Party, Minister for Foreign Affairs
(): Thank you, Senator Duniam. As I said at the outset, I outlined the framework and requirements that apply to Commonwealth funding in these areas. It would be my expectation that Home Affairs is managing these funding arrangements in accordance with that framework.
