My question is to the Minister representing the Minister for Indigenous Australians, Senator Gallagher. Last Friday evening, during the committee stage of the constitutional alteration bill, I asked Senator Watt: will the Voice have the freedom to determine the issues on which it makes representations? Senator Watt replied, 'Yes'. Yesterday, in the other place, Minister Burney said:

I can tell you what the Voice will not be giving advice on. It won't be giving advice on parking tickets. It won't be giving advice on changing Australia Day.

Minister, who is right, Minister Watt or Minister Burney? Will the Voice have the freedom to determine the issues on which it makes representations, yes or no?
