On behalf of the Parliamentary Standing Committee on Public Works, I present the committee's report 6 of 2026 Referrals made in May, June and August 2026.
Report made a parliamentary paper in accordance with standing order 39(e).
by leave—On behalf of the Parliamentary Standing Committee on Public Works, I present the committee's sixth report for 2026 and the eighth for the 48th Parliament.
This report considers five proposed works:
In considering these proposed works, the committee received submissions, received private briefings and conducted public and in camera hearings with relevant government officials and other interested parties. The committee also took the opportunity to conduct site inspections at ANSTO's Lucas Heights campus in New South Wales for the campus utilities building project, RAAF Base East Sale in Victoria for the air mission training support project and the RAAF Base Darwin in the Northern Territory for the facilities to support the AIR 6500 integrated air and missile defence command and control project. The committee thanks the relevant government agencies and members of the community for their participation in the respective inquiry processes.
With respect to the ATO proposed fit-out of new leased premises at Festival Tower 2 at King William Road, Adelaide, the committee took the additional step of hearing directly from both tenderers for the fit-out. Whilst the committee raised several matters relating to the Festival Tower 2 tender, it was not satisfied that the existing Franklin Street building tender met all ATO requirements.
The committee has concluded that each of the proposed works mentioned in this report is necessary and that the relevant agencies have demonstrated that their proposals should be proceeded with. The committee, therefore, recommends that the House of Representatives approves each of the proposed works.
The committee also makes an additional recommendation in relation to the proposed fit-out works by the Australian Taxation Office.
The committee is recommending that expediency be granted by the House of Representatives for the proposed ATO works in Adelaide addressed in this report.
At the same time, over the course of this and other recent referrals from the ATO, the committee has developed concerns regarding the ATO's overall approach to the identification of new sites and its exit strategies from leases of existing sites. For this reason, the committee is additionally recommending that the Auditor-General consider conducting an audit into the management and administration of the ATO's property portfolio, lease arrangements and location strategy.
Finally, during this inquiry, the committee heard that some people within the Adelaide community have concerns around the appropriateness of the Festival Tower 2 development. That development, however, is a matter for the South Australian planning commission, and the committee does not express an opinion on it.
I take this opportunity to thank my fellow committee members and, in particular, the deputy chair, the member for Dawson, for their engagement with the committee's examination of all of these proposed works. I also thank the committee secretariat for their professional assistance to the committee in assessing and reporting on the projects referred to in this report. I commend the report to the House.
