I move:

That this bill be now read a second time.

The Public and Educational Lending Rights (Better Income for Authors) Consequential Amendments and Transitional Provisions Bill 2026 repeals the Public Lending Right Act 1985 and supports the transition to the new unified lending rights framework. It ensures related legislation continues to operate smoothly and consistently following the passage of the primary bill.

The bill also provides continuity by confirming that the existing committee will continue to oversee the Public Lending Right scheme and will extend its role to the Educational Lending Right scheme, supporting transparent administration and ongoing advice to government.

Importantly, these amendments provide certainty and continuity for existing and future claimants as the schemes transition to the new legislative framework.

Together, these measures strengthen support for Australian creators and ensure the lending rights system remains clear, stable and fit for purpose.

I commend the bill to the House.
