My question is to the Prime Minister. The Prime Minister said, 'Ultimately, everything is a state matter.' Is it the states or is it the Prime Minister who is responsible for half the country being in lockdown because of his quarantine and vaccine failures?

I reject the premise of the question completely, and therefore the answer is no.
