My question is to the Prime Minister. Given that the coalition's policy very clearly stated 'we will honour funds contracted from the Early Years Quality Fund', why has his government not paid a cent to honour any of these contracts—the complete opposite of what they said they would do?

We will absolutely honour all of our commitments, and contracts which have been entered into will be honoured.
