I inform the House that we have present in the gallery this afternoon 41 officers, Australian and international, from the Centre for Defence and Strategic Studies at the Australian Defence College. On behalf of the House I extend a very warm welcome to our visitors and I seek their guidance on how I should interpret rules of engagement because I seem to be having a bit of difficulty.
