On behalf of the Standing Committee on Agriculture, Resources, Fisheries and Forestry I present the committee's report entitled Advisory report on the Excise Tariff Amendment (Condensate) Bill 2011and theExcise Legislation Amendment (Condensate) Bill 2011, together with the minutes of proceedings.

Ordered that the report be made a parliamentary paper.

by leave—I just want to say that it would be in the interest of the committees to receive a small brief from the selection committee providing some context as to why a reference of a bill was made to a committee. I think the legislation is much better when it goes through a committee. We find that, and there are more bills coming to us. It is a great idea—a great concept—and we should encourage it, but the selection committee should consider why an inquiry is appropriate and give a reason for that within a small brief. That is a consideration that I have put in the forward of this report.
