Appropriation (Parliamentary Departments) Bill (No. 1) 2022-2023; Second Reading

I move:

That this bill be now read a second time.

The Appropriation (Parliamentary Departments) Bill (No. 1) 2022-2023 provides appropriations for the last seven months of 2022-23 for the operations of the Department of the Senate, the Department of the House of Representatives, the Department of Parliamentary Services and the Parliamentary Budget Office. This bill seeks approval for appropriations from the Consolidated Revenue Fund of approximately $171 million, and this broadly represents seven-twelfths of the estimated 2022-23 annual appropriations. The 2022-23 supply bills currently before the parliament provide for the balance of annual appropriations for the 2022-23 year. This bill also provides funding for new measures announced in the 2022-23 budget to further enhance security infrastructure at Parliament House, building on previous investments. Together with the Supply (Parliamentary Departments) Bill (No. 1) 2022-2023 currently before the parliament, this bill provides appropriations for the expenditure of the parliamentary departments for the full year of 2022-23.

The most significant item in this bill is for the Department of Parliamentary Services, which will receive approximately $136 million for the maintenance of the Australian Parliament House and to support the functions of parliament and parliamentarians through the provision of professional services, advice and facilities. This amount also includes funding of $10.3 million for enhanced security of the Parliament House.

Details of the proposed expenditure are set out in the schedule to the bill, the explanatory memorandum and, again, the portfolio budget statements tabled in the parliament. I therefore commend the bill to the chamber.
