that it has not always performed. I suspect that, whether we had a Labor or a non-Labor government in Tasmania, people would appreciate that you cannot spend more than you earn as a government. If you continue to spend more than you earn as a government and you move into deficit budgeting in a constant way then essentially you become a state which is probably the only Third World state or country where you are able to drink the water.
